Water Resource Zones Serving 70% of Wales Could Face Deficits by 2050
A wet country can still run short of water. NRW projects that zones covering 70% of the Welsh population could be in deficit by 2050 without leakage control and efficiency measures.

Wales is not short of rainfall. It can still be short of water, because supply depends on where and when rain falls, how much is lost in transit, and how much is being drawn at the moment of peak demand.

Natural Resources Wales projects that water resource zones covering around 70% of the Welsh population could be in deficit by 2050 unless leakage control and water efficiency measures are implemented. That is a conditional projection about supply-demand balance in defined zones, not a prediction that Wales will run out of water.

What a “water resource zone” actually is
A water resource zone is the planning unit water companies use: an area within which supply can be moved around and customers face broadly the same risk. A zone in deficit means projected demand exceeds the reliable yield of its sources under a defined drought standard. It is an accounting balance, not an empty reservoir.
What it does not mean
It does not mean 70% of Welsh households will lose supply in 2050. It does not mean rainfall is expected to collapse. And the deficit is not fixed: the projection exists to justify the very interventions that would prevent it.
Why this matters in Wales
Pressure comes from three directions at once: hotter, drier summers reducing yield exactly when demand peaks; population and housing growth; and abstraction limits tightening to protect river ecology, a genuine trade-off, since only 40% of Welsh water bodies currently achieve good status. Leakage is the fourth factor, and the most directly fixable.
