Water Efficiency for Organisations: Practical Actions That Actually Reduce Demand
If water resource zones serving most of Wales could face deficits by 2050, the useful question for an organisation is which measures genuinely move consumption.

Water rarely appears in a corporate environmental plan with the seriousness energy gets, largely because it is cheap. That is a poor reason: it is also the resource most likely to be constrained first, and the measures are unusually cheap and quick.
The 60-word answer
Meter and read actual consumption first, then find and fix leaks on your side of the meter, then reduce fixture demand, then look at process and irrigation use. Set a target only after you have a baseline. Most organisations find double-digit reductions available without capital works.
1. Measure before you target
Sub-metering by building or process is the highest-value step, because it converts a single unexplained bill into an attributable one. Compare overnight minimum flow with expected occupancy: a site using water at 3am when nobody is there has a leak, not a habit.
2. Fix losses on your own side of the meter
Continuous small losses, a failed urinal control, a stuck float valve, a cracked underground supply pipe, typically dwarf anything achievable by changing user behaviour. They are also invisible without step 1.
3. Reduce fixture demand
Flow restrictors and aerators on taps, sensor or timed urinal controls, dual-flush retrofits, and specifying low-flow fittings at replacement rather than as a special project. These are inexpensive and, unlike behaviour campaigns, they do not decay.
4. Address process, cooling and irrigation
For manufacturing, cooling and washdown, the questions are whether water is reused, whether the process runs when idle, and whether once-through cooling can be closed-loop. For grounds, irrigation scheduling and drought-tolerant planting remove demand at precisely the moment supply is tightest.
5. Rainwater and greywater, with realism
Harvesting works where demand is non-potable and continuous (toilet flushing, washdown, irrigation). It works poorly where demand is intermittent, because storage sits idle. Model the payback honestly rather than installing it as a visible gesture.
What to report
Report consumption in absolute terms and normalised (per employee, per unit of output, per m²), state whether the figure is metered or estimated, and say if a reduction came from lower activity rather than efficiency. Overstating a water reduction is the same credibility failure as overstating a carbon one.
